The Trajectory Was Always There: Guyana’s El Niño Reckoning Now Has a Global Verification Layer

Three months ago, this publication began warning that Guyana’s agricultural sector was heading into an El Niño season with insufficient public accounting of what that would mean for water, food supply, and prices. That warning was issued when the Hydrometeorological Service’s own outlook was still speaking in the language of probability. It no longer is.
THE VERIFICATION LAYER
Independent of anything Georgetown has said, the international scientific record has moved. The International Research Institute for Climate and Society’s mid-August ensemble forecast found that fifteen separate models now project Pacific sea-surface temperature anomalies in the Niño 3.4 region reaching or exceeding 3.0°C this Northern Hemisphere autumn — a threshold beyond the IRI’s own highest defined intensity category. The Institute’s own language was unusually direct: this is not simply a high-probability El Niño, but an ensemble signal for an event of exceptional intensity, with little indication of a transition away from El Niño before spring 2027.
The U.S. National Oceanic and Atmospheric Administration’s Climate Prediction Center has independently converged on the same picture. Its September 8 diagnostic discussion assigns a 75 percent chance that the October–December 2026 season produces a historic event exceeding every El Niño on record dating back to 1950, and a greater than 90 percent chance of a very strong event persisting through the Northern Hemisphere fall and winter.
The Washington Post’s September 11 reporting captured the on-the-ground translation of those model numbers: central Pacific water temperatures have held at record levels for more than three months straight, and climate scientist Daniel Swain has put the odds at roughly 70 percent that the 2026 event becomes the strongest since instrumental records began in 1950. The World Meteorological Organization has gone further still, stating there is now an exceptionally high likelihood — nearly 100 percent — that El Niño persists through February 2027, a level of certainty WMO says it has never before attached to one of its updates.
None of this is abstract climatology for a country whose entire agricultural and drinking-water infrastructure runs on a system of eighteenth-century conservancies designed around a rainfall pattern that El Niño, by definition, suspends.
WHAT GEORGETOWN IS NOW CONCEDING
Set against that global data, the domestic record is worth reading carefully — not for what it withholds, but for what it has already been forced to admit. In mid-August, Agriculture Minister Zulfikar Mustapha told the Georgetown Chamber of Commerce and Industry that Guyana faces a 97 percent chance of persistent drought-like conditions, and described the country as entering one of its most extreme El Niño periods. He disclosed, in the same appearance, that the country’s established water conservancies are currently at full capacity — a formulation that reads as reassurance but is better read as a ceiling. There is no further buffer above full capacity. The only direction conservancy levels move from here, absent rainfall that the forecast says will not come, is down.
By September 1, the Ministry’s own stakeholder forum was projecting that rainfall between September and November would fall well below normal nationally, with the highest drought risk concentrated in Regions Seven, Eight, and Nine and parts of Four, Five, and Six — a footprint that overlaps directly with the rice, cash-crop, and livestock regions this paper has tracked in its cost-of-living and agricultural-financing coverage. By early September, HGP Nightly News reported the Ministry’s own field engagement with farmers at Lusignan acknowledging the dry spell could extend into the first quarter of 2027, and warning specifically of saltwater intrusion compounding the drought on the coast.

The Ministry has repeatedly paired these disclosures with the same rhetorical move this paper has documented in other contexts this year: acknowledgment of risk immediately qualified by an assurance that the moment for alarm has not yet arrived. Officials briefing the Lusignan meeting said water levels had not yet reached a stage requiring alarm, even as they described a national response plan still being finalized. A separate Ministry-organized forum for climate scientists explicitly said its intent was to inform, not alarm. The country is being told, in effect, to prepare for a historic event without being told what the threshold is for the government’s own concern.
WHAT THE HISTORICAL RECORD SAYS HAPPENS NEXT
Guyana has been here before, and the documentary record from those episodes does not support Minister Mustapha’s confidence that the country is now better equipped to withstand it. During the 2009–10 El Niño drought, the East Demerara Water Conservancy — the reservoir supplying roughly sixty percent of Georgetown’s drinking water and irrigation for tens of thousands of hectares of rice and other crops on the East Coast — fell to 51.65 feet Geodetic Datum by February 2010. That is below 53.5 feet GD, the conservancy’s engineered dead storage level, the point below which the system is not designed to reliably deliver water for irrigation.
The 1997–98 event, still the country’s benchmark drought, produced rainfall 50 percent below 1996 levels, with the August 1997–February 1998 stretch measuring 75 percent below normal. The consequence was not abstract: first-season paddy production came in near 120,000 tons against an earlier forecast of 170,000 tons, a shortfall of roughly fifty thousand tons in the country’s principal food crop, and the President declared a state of national emergency on March 26, 1998.
The pattern across both benchmark events is the same: conservancy levels do not decline gradually and recover; they decline through the dry season and only refill once the rains return, which under an El Niño of the intensity now being forecast may not happen on the normal schedule. Reading the current data against that pattern, the fact that conservancies are already reported at full capacity in August — before the September–November dry window that the Ministry’s own forecast identifies as the most severe stretch — is not evidence of resilience. It is the same starting position the country was in ahead of 2009–10, one El Niño season away from a repeat of dead-storage-level breach.
THE LINE TO FOOD PRICES
This is the mechanism by which a Pacific Ocean temperature anomaly becomes a grocery bill in Georgetown. Reduced conservancy water constrains irrigation for rice, vegetables, and cash crops in exactly the regions the Ministry has flagged as highest-risk. Reduced yields compress domestic supply. Compressed domestic supply, in a country still dependent on imports for a meaningful share of its food basket, pushes prices upward at the same time global shipping and input costs are subject to their own El Niño-linked disruption. This publication’s earlier coverage of cost-of-living pressures documented the government’s preference for framing rising prices as a matter of changing consumer behaviour rather than supply-side shocks. An El Niño event now independently verified by NOAA, IRI, and WMO as potentially the strongest on instrumental record removes that framing option.
The shock, when it arrives, will not be a matter of where Guyanese choose to shop.
WHAT REMAINS UNDISCLOSED
This publication’s prior warnings on this subject were issued before the international data reached its current level of certainty. That certainty now exists. What does not yet exist, in any public Ministry or National Drainage and Irrigation Authority disclosure reviewed for this piece, is a stated numerical threshold — a specific conservancy level, expressed in feet GD, comparable to the 53.5 GD dead storage benchmark from 2009-10 — at which the government commits to declaring irrigation rationing, activating emergency reserves, or triggering the kind of national response last invoked in 1998. Nor is there a published estimate of expected crop-yield loss under the current forecast, comparable to the 50,000-tonne paddy shortfall recorded in 1997-98, against which farmers, importers, and consumers could calibrate their own preparation.
This publication is requesting that disclosure directly from the Ministry of Agriculture, the National Drainage and Irrigation Authority, and the Hydrometeorological Service: current conservancy levels in feet GD for the East Demerara, Boerasirie, Tapakuma, and Abary systems; the specific level at which rationing will be triggered at each; and any internal yield-loss modelling conducted against the IRI and NOAA forecasts cited above.
The international scientific community has now told Guyana, with a level of confidence it rarely offers, what is coming. The public record should show that the government has done the same.
